| HARRY CLARK is a Managing Director of IRR Partners, LLC, providing strategic financial and feasibility support to landowner and developer clients. Mr. Clark has over twenty years in the financial services industry as well as significant construction and real estate development experience. Mr. Clark was formerly the Chief Executive Officer and co-founder of a $100 million modular design-build and development company serving the educational and health-care markets. The company earned its ranking on the Inc. 500, recognized as one of the fastest growing privately held companies in the US. Mr. Clark was Chief Executive Officer and founder of the nation's leading municipal finance services firm. In this capacity, Mr. Clark was involved in 1,500 debt issues, primarily land-based financings such as Mello Roos and assessment districts. These financings totaled well in excess of $2 billion. After graduate school, Mr. Clark was a senior consultant for Deloitte Touche and Ernst & Young. Mr. Clark earned a Bachelor of Science and Masters in Business Administration from California State University, Long Beach, with international studies at the University of Copenhagen, Denmark. Mr. Clark has an inactive Class B General Contractors License in the State of California. |

| DENNIS SHOGREN is currently a Director of IRR Partners, LLC. Mr. Shogren is the Chief Executive Officer of Modtech Holdings and has held senior level positions at Haskel International Corporation from 2001 to 2003 and Ameron International Corporation from 1997 to 2001. At Haskel, he was responsible for corporate finance and reporting, manufacturing, engineering and support functions, with additional emphasis on lean manufacturing improvements. At Ameron, as Vice President, Corporate Controller, he led the effort that resulted in a significant increase of worldwide working capital. Prior to Ameron, Mr. Shogren was chief Financial Officer for Manufacturing Technology, Inc. where he managed all finance functions, including treasury, risk management, and accounting. He holds an MBA degree from the University of Rochester's William E. Simon Graduate School of Business Administration and a Bachelor of Science degree in accounting from the State University of New York at Brockport. |

| KEN CRAGUN is currently serving as a Director of IRR Partners, LLC. Mr. Cragun is the Chief Financial Officer of Modtech and has worked at MIVA, Inc., an Internet marketing company, from 2003 to 2006. There he held various senior level financial positions serving most recently as Senior Vice President and Principal Accounting Officer. From 2002 to 2003, Mr. Cragun was the Chief Financial Officer of ImproveNet, Inc., a software company focused on the building materials industry. The company also provided an online contractor matching service for home improvement projects. From 2000 to 2002, Mr. Cragun was the Chief Financial Officer and Controller of NetCharge.com, Inc., an online invoicing and payment service. He was the Corporate Controller of C-Cube Microsystems Inc., a semiconductor manufacturer from 1994 to 2000. Prior to that time, he worked for 3Com Corporation and Deloitte & Touche. He holds a Bachelor of Science degree in accounting from Colorado State University-Pueblo. |
